Congress is made of two parts:

  • The Senate (100 members)

They work together to make laws for the country.

A bill is an idea for a new law.

To become a law, it must:

  2. Be voted on
  3. Be approved by both the House and Senate
  4. Be signed by the President

If any step fails, the bill dies.

When Congress votes on a bill, each member chooses:

  • Yes – they want the bill to pass

  • Present – they are there but don’t choose

  • If most members say Yes, the bill moves forward.
  • If most say No, the bill stops.
