Understand the basics of how laws are made and how Congress works.
ποΈ What Is Congress?
Congress is made of two parts:
- The House of Representatives (435 members)
- The Senate (100 members)
They work together to make laws for the country.
π What Is a Bill?
A bill is an idea for a new law.
To become a law, it must:
- Be introduced in the House or Senate
- Be voted on
- Be approved by both the House and Senate
- Be signed by the President
If any step fails, the bill dies.
π³οΈ What Is a Vote?
When Congress votes on a bill, each member chooses:
- Yes β they want the bill to pass
- No β they donβt want the bill to pass
- Present β they are there but donβt choose
- Not Voting β they skip the vote
βοΈ What Happens After a Vote?
- If most members say Yes, the bill moves forward.
- If most say No, the bill stops.
- If both House and Senate say Yes, the bill goes to the President.
- The President can sign it into law or veto it.
π What If the President Vetoes?
Congress can vote again. If two-thirds of both the House and Senate say Yes, they can pass the law anyway.
